Description

A user complained about being 'spammed' by news messages when someone changed his sharing settings.

This should be investigated, and fixed if needed. IMO it should not block a release, as it doesn't really break anything.

Well, I think the main issue here is, that this dialogue would need a button like "confirm changes" upon pressing this button only messages are generated. That way not every time you play around with it, a new message is generated.

I changed the behaviour, so news messages are only generated every 10 days.

Does this fix the issue? Is the interval of 10 days what we want?

I guess it depends upon when the changes become effective. When changes become effective immediately, then the question has to be asked: why wait 10 days?

IMO the better solution would be to have two buttons: "revert changes" and "apply changes" when it comes to making changes to the sharing settings - and sending changes immediately as news when changes are made.

To be a little more specific, current behaviour is the following:
If a change is made to the (future) settings, send a news message.
If another change is made 7 days later, send no news message as the last one was sent less than 10 days ago.
If yet another changes is made 7 days later (14 days after the first), send a news message as the last one was sent more than 10 days ago.

Changes that don't take effect immediately would conflict with the general behaviour of OpenTTD IMO. It is a feature only seen in the difficulty window, an artefact from TTD/TTO.
