Fix #3857: Missing Makefile.nml. Compiler should now work.

FooBar added the file to enable it. There will be some code before this weekend (likely this evening).

else just remove the file .devzone/build/nightlies/enable

Apparently it doesn't work while there is code.

I had this error on my own system also for a while, but that just magically disappeared and now it works fine at my system. (And now it again doesn't work, same error)
