Description

At least allow to specify it as command parameter to the Makefile. By default it could still point to the data dir...

‘docdir’
The directory for installing documentation files (other than Info) for this package. By default, it should be /usr/local/share/doc/yourpkg, but it should be written as $(datarootdir)/doc/yourpkg. (If you are using Autoconf, write it as ‘docdir’.) The yourpkg subdirectory, which may include a version number, prevents collisions among files with common names, such as README.

maintainers will need to change your default anyway, unless you will also supply configuration of prefix: /usr/local -> /usr

therefor I wouldn't make it too complicated, just allow modification of DATADIR and DOCDIR

something which might be useful by Fedora Maintainer:
let installing of docs disable with DOCDIR=

use DO_NOT_INSTALL_[DOCS|LICENSE|CHANGELOG] in order to specify which files shall be skipped in the install process
