Description
Yard rail remains unavailable until dual system vehicles become available. One might however still want to use it around stations and such for speed limit purposes.
Attached patch introduces Yard rail together with normal electrified rail.

I'll take this a bit broader and also let the other tracks (except unelectrified and Metro) do that.
